Speaker: Dr Shiling Xiao Lecturer in Public Law, School of Law, University of Manchester Dr Xiao’s research focuses on constitutional law, administrative law, and law and politics. His monograph, Judicial Review in Greater China, was published by Routledge in 2025, and his work has appeared in leading journals including the International Journal of Constitutional Law and the Hague Journal on the Rule of Law.

About the book
Judicial Review in Greater China examines judicial review systems across the four regions of Greater China (Mainland China, Taiwan, Hong Kong, and Macau) through a systematic analysis of the judicial review practices of their apex courts. The book offers a comparative assessment of judicial activism and judicial deference across democratic, authoritarian, and hybrid political regimes.
Judicial review is one of the central legal developments of the twentieth century. By enforcing constitutionalism, the rule of law, and human rights protection, courts in many jurisdictions have been vested with unprecedented powers to supervise the exercise of governmental authority through constitutional and administrative review.
Drawing on an original dataset of approximately 800 judicial review decisions delivered over the past twenty years by the four apex courts, the book provides a uniquely comprehensive empirical foundation for evaluating judicial review in Greater China. It also reflects on broader theories of the judicialisation of politics in differing constitutional and political contexts.
